While Linkwest exists to promote the advancement of all community, neighbourhood and learning centres in Western Australia, there are very real benefits that come from official membership to Linkwest. These include:

Free, customised training – in areas that will help you to better manage your Centre and deliver your services

Voting rights – you can have your say in how Linkwest operates and the direction it takes
Reduced price resources – many resources are in fact provided free in the first instance to our member Centres

Full Membership Conditions
To be a Full Member of Linkwest a Centre must:

Be a community-based Centre which practices the philosophy of community based learning.
Be a community focus for people gathering together for friendship, action on community issues, information exchange and mutual support in education and learning.
Provide opportunities for community participation in organisation, management and decision making.
Be open to all in the community.

Full Membership Fees
The cost of full membership to Linkwest is according to the Centre’s funding level i.e. ongoing grants. It does not take income from courses, memberships, etc. into account.

The purpose of Linkwest is to support community groups that foster the principles and philosophy of community participation by encouraging skills development, local decision-making and the formation of networks to enhance the quality of life in communities.

An Associate Member must be a group or individual who supports the philosophy and practices of community based learning as above.

One of the primary ways that Linkwest helps it member Centres to achieve its goals in the community is by providing them with training that is relevant, accessible and affordable. As a State Association, Linkwest is unique among its contemporaries in its direct free service delivery to its member centres.

Why use Linkwest for your training?

The benefits of Linkwest training include:

It can be customised to your Centre’s individual needs and the level of knowledge of your staff/committee.
It can be offered to just your Centre, or to groups/Centres with similar needs – giving the opportunity to network and learn from the xperience of others outside of your Centre.

What training does Linkwest provide?

Linkwest Learning Online

Linkwest Learning Online is a Virtual Learning Environment, which enables enrolled users to learn new skills at their own pace, and at a time and place that suits them.

With our membership spanning the length and breadth of Western Australia, finding a location that is convenient (and not too costly) for even a portion of our members to attend is a near impossibility. Linkwest Learning Online addresses this issue, by enabling enrolled users to undertake training online.

At the moment, many of our online courses are accompanied by a teleconference i.e. users dial into a teleconferecne hosted by one of our trainers, while using the materials provided online. To further improve the delivery, we are looking at making the learning completely independent, so users can login when they like, and learn at their own pace.

We are also developing a range of courses for use by our Centres. These courses, which embed language and literacy skills, can be downloaded from Linkwest learning Online and delivered by Centres to their members.

Established in 1982, and originally called Learning Centre Link, Linkwest’s aim is to strengthen and to help establish Community, Neighbourhood and Learning Centres in Western Australia.

The emergence of Learning Centres in WA

Historically, several Learning Centres emerged in the suburbs of Perth following the visit in August 1977 by Gwen Wesson, Lecturer in Urban Education at La Trobe University, Victoria. Gwen spoke of the real and often neglected educational needs of women. She had investigated these needs as experienced by women in suburban Melbourne and discovered many of them would appreciate the opportunity of furthering their education, although they were reluctant or unable to do so in a formal setting.

Learning Centres in Western Australia evolved as community-based learning exchanges, which provide alternative educational and creative opportunities in comfortable and informal surroundings. Costs were, and still are, kept to a minimum by sharing the workload. In the relaxed atmosphere of the Centre, learning follows from the sharing of experiences and skills rather than the imparting of knowledge in a conventional class situation. Childcare is an integral part of Learning Centres, enabling parents to participate fully in Centre activities. Children also develop and benefit by socialising.

Community Development Centre – the first step in bringing Centres together

In February 1978, a workshop at which participants from local Learning Centres were able to review and share their efforts was held at the Community Development Centre. Many of these first Centres flourished, and are a fine example of what dedication and perseverance can accomplish. They are a tribute to those women who established and maintained them and continue to be the benchmark for new Centres today.

Learning Centre Link is born

The Community Development Centre continued acting as a link between the increasing number of new Centres and the established ones until its closure in June 1982. Almost immediately, mainly through the continued inspiration of a small nucleus of determined women, the organisation Learning Centre Link was established.

Several members from a number of Learning Centres saw the worth of such an association to further coordinate the aims and philosophy of the Learning Centre movement in Western Australia.

In 1988, some funding was granted from the Department for Community Services to continue the process. In 1989, additional funding from TAFE was obtained. This dual funding recognises the nexus between the ‘education’ and ‘community’ functions of Learning Centres and of their State Association.

Linkwest now successfully negotiates continued funding from the Department of Training and Workforce Development and the Department for Communities.

A new name, but a consistent focus

As of 1st January 2011, Learning Centre Link became Linkwest. The name change – and the introduction of a new logo and corporate ‘look’ – was the culmination of a rebranding project designed to more closely align the organisation with the needs of its members. Today, Linkwest continues to act as an effective liaison between individual Centres and agencies and the public in general. Its focus remains on assisting member Centres to achieve their full potential and to promote the establishment of new Centres across Western Australia.

Linkwest is a member of the Australian Neighbourhood Houses and Centres Association (ANHCA) and participates actively on the national scene.

Since June 2008, Dr Carmen Lawrence has been the Linkwest patron.

Expert Advisory Panel

Linkwest’s purpose is to support Member Centres in developing vibrant, inclusive and connected communities. Therefore, Linkwest’s services have a direct impact on the services received by Centre users. As Linkwest staff are not directly ‘on the ground’, an Expert Advisory Panel has been created.

Comprised of users, volunteers and staff from our member Centres, the panel provides comments or advice on the services delivered by Linkwest to member Centres to ensure the support and resources being provided are most suited to their needs. For example, Expert Advisory Panel members are asked to share their thoughts on specific matters such as the content and format of resources intended for Member Centres.

At this time there are eight panel members, and we thank them for volunteering to become part of this important group.

If you are involved in the operation of one of our Member Centres in any capacity and would like would like to participate in an open, honest forum where the level of time commitment will remain low, then please contact our Centre Development Officer. Advice will be sought electronically, so your location is not an issue.

Nintirri Neighbourhood Centre Inc is seeking an Experienced CEO to lead their strong team. The successful applicant will work closely with a skilled and committed management committee with a major emphasis on strategic direction and service development.

Nintirri is well-positioned as the major nongovernment community service provider in Tom Price and this newly-created position provides an opportunity for an experienced professional to extend the provision of quality services.

Nintirri currently employs 25 staff for the provision of day care, women’s health, school holiday programs, thrift shop and other family services.

The successful candidate should have experience in the management of staff and other resources, working with a management committee and be skilful in addressing KPIs directed by the committee.

The package includes salary of $100k plus super, subsidised rental housing, private use of vehicle and five weeks annual leave.

Evaluation Project Officer

Position Overview:

We are seeking a motivated and talented Evaluation Project Officer to join our team. Working closely with our Centre Development Manager, you will help to implement the Results Based Accountability (RBA) framework in a number of community, neighbourhood and learning centres across WA as part of a pilot project. You will also help to promote, support and develop the capacity of community, learning and neighbourhood houses through the provision of research and background data collection, to enable centres to implement local community and learning programs.

Selection Criteria

Ideally, the candidate will possess the following:

Relevant tertiary qualification/s with a research or evaluation component, or equivalent relevant experience
Detailed understanding of community services and the not-for-profit sector
Demonstrated research experience and knowledge of research tools
Demonstrated experience of project monitoring and evaluation
Demonstrated experience of inclusive community engagement approaches
Project management and organisational skills
Analytical and conceptual abilities
High levels of attention to detail and quality
Ability to build effective working relationships with both internal and external stakeholders to achieve desired outcomes
Proven interpersonal skills, including written and verbal communication, negotiation, and problem solving
Highly developed computer literacy skills, including MS Word, Excel, Outlook and Windows Explorer
Initiative, flexibility and ability to work autonomously as well as in a team
Training, presenting and facilitation skills
Willingness to undergo a National Police Clearance
WA driver’s licence and car owner, and willingness to travel within WA

How formally you run your meetings is up to your organisation / committee. Too informal runs the risk of disintegrating into chat and being dominated by a few. Over-formality may intimidate some members and stymie their participation.

Chairperson's Workshop

Often the responsibility and the tasks that go with the role of Chairperson are very demanding and challenging. Learn techniques and tips for making the most of this important committee role.

Duration: 2.5 hours

Be familiar with the roles and responsibilities of being chairperson.
Have explored the emotional (people oriented) side to being chairperson.
Have developed strategies to deal with challenging people and situations and practice these strategies in a supportive peer group setting.

Dream Team

Many community-based organisations across Australia are struggling to find and retain Committee Members.

This workshop will provide an opportunity for your Centre team to explore ideas and processes for finding and keeping Committee Members.

Define what skills and qualities YOU bring to the Centre’s committee
Define what your Centre’s point of difference is i.e. what makes it unique and interesting
Identify ideas that will encourage members to join the Centre’s committee and STAY on the committee.

Community Garden Network
The WA Community Garden Network (WACGN) is an informal network of WA community gardens and their supporters. Established in 2004, the network has played a significant role in bringing together people involved in community gardens to share ideas and skills, work collaboratively and provide a voice for the community garden sector in WA.

Community Place App
The Community Place App, developed by the Association of Neighbourhood Houses of British Columbia (ANHBC), is the first community house based app of its kind anywhere in the world. It has a global audience, enabling Centres anywhere to register their details, and users of the app to find them.

Registration to be a part of the program will give people another avenue for finding your Centre. There's an easy to complete online sign-up form available, as well as more info about the app itself.

ConcessionsWA is an easy-to-use online resource where you can search by category, concession card type or people group to find details on more than a 100 rebates, concessions and subsidy schemes provided by the Government of Western Australia.

Learning Beyond the Bell
Learning beyond the Bell assists homework programs to provide high quality tuition and learning support to young people. The program works to connect young people from refugee and migrant backgrounds to school and the community and helps improve their school work and study skills.

Shelter WA is an independent community based peak body committed to the principle of accessible, affordable, appropriate and secure housing for low income and otherwise disadvantaged people including those who are homeless or at risk of homelessness. Shelter WA has released its Housing Options Kit, that provides information about the range of affordable housing options available in Western Australia. The kit is available from the Shelter WA website, or you can click directly to it from here.
